The Water Distribution / Sewer Collection Department has six full-time employees. Various duties include water main repair, hydrant flushing, hydrant testing, new water services, sanitary sewer main jetting, and manhole maintenance.
The department is responsible for 67 miles of water main and 42 miles of sanitary sewer.

The Water Treatment Plant has four full-time employees to process and supply water to Highland, St. Jacob, Grantfork, and Pierron.
The plant treats surface water drawn from Silver Lake. The average daily process produces 1.2 million gallons per day (gpd) with a total design capacity of 4.2 million gpd. Finished water is stored and distributed from two ground storage tanks on IL Rte. 143, the elevated tower at 13th and Zschokke streets, and the clear well at the plant.

The Highland Water Reclamation Facility has five full-time employees available to process wastewater for Highland residents.
The plant treats sewage from 42 miles of sewer main. The process uses an oxidation ditch and aerobic digester to treat an average 1.1 million gallons per day (gpd) with a total design capacity of 1.6 million gpd.

Highland operates its own municipal electric company by buying power wholesale, therefore Commercial/Industrial rates run nearly one half the price of competitors such as Ameren IP and rural distribution cooperatives. Highland uses its own 17-megawatt power plant to generate electricity when needed to shave costs and as a backup during peak demand. Built prior to 1900, the power plant houses a total of nine generators, seven owned by the city of Highland. The Highland electric system, with an operating revenue of more than $9 million, has been owned and operated by the city since 1899. The system currently serves 5,257 residential, 572 commercial and 193 industrial users spread out across a geographic area of approximately 64 square miles. Total electrical load for 2005 amounted to 124,921 megawatt-hours, with a peak load in summer 2006 of 35.6 megawatts.
